The incremental static regeneration page is a hybrid of the static and dynamic methods. The page is generated statically, but it can regenerate after 5 seconds to fetch a new photo from the Unsplash API.
A page refresh is however needed to see the new photo because it can't update any content without a new fetch request.
Doing so will also not cause the full page to regenerate, only dynamic parts such as the photo and its data. There will be no change if the refresh occurs within 5 seconds.
